Course Synopsis
The SISV-APFM Accredited Managing Agent “AMA” Scheme was launched 17 years ago, in 2003, by Dr Vivian Balakrishnan (the then Minister of State, Ministry of National Development). Over the years, it has been recognized and widely accepted by stakeholders in the property management industry.
In keeping with the objectives of the amended Building Maintenance and Strata Management Act (BMSM Act), APFM and SISV has enhanced the AMA Scheme by instituting a structured training course leading to the certification: CPFM (Accredited) [Certified Property & Facility Manager (Accredited)].
In a year's time, from 12 February 2021 onwards, Managing Agents firms that wish to be accredited under this enhanced AMA Scheme will be required to have 30% of their staff, who provide advice on the provisions of the BMSM Act, be certified as CPFM (Accredited). The requirement for staff to be certified as CPFM (Accredited) will be increased to 50% from February 2022 and to 70% from February 2023.
We are pleased to announce that this enhanced AMA Scheme was formalized with the signing of a MOU between BCA and APFM on 12 February 2020.
Students will be required to participate in group tutorials as part of the learning process.
Learning Units
The course is structured around four core learning units, combining managing agent techniques with Singapore's regulatory framework by BCA and APFM.

| Module 3: | Building Services and Maintenance (by Ngee Ann Polytechnic and SISV Academy); and |

To cater to the busy schedules of property management professionals, Modules 2, 3 and 4 will be conducted via online learning, with a classroom revision session prior to the assessment exam for each module.
A student must fulfil a minimum attendance of 75% to be eligible to sit for the examination.
Scheme of Work
The course totals 30 instructional hours, combining lectures with structured group tutorials for applied practice.

Teaching Scheme
The course uses multiple instructional approaches to ensure mastery of both theoretical principles and practical application.
Lectures
Instructor-led sessions covering core theory, technical principles, and regulatory frameworks — 25 hours across both learning units.
Group Tutorials
Structured group-based problem solving and applied exercises — 5 tutorial hours to reinforce lecture content.
Practical Computations
Pre-computation exercises for tunnel setting out, underground control networks and track as-built surveys.
Regulatory Case Studies
Applied review of LSB Directives and LTA specifications in the context of real-world Singapore MRT construction projects.
Examination
Students who fulfil the minimum 75% attendance requirement are eligible to sit the end-of-course examination.
